Education Secretary Bridget Phillipson has proposed an amendment to the Children’s Wellbeing and Schools Bill to bring multi-academy trusts into the inspection system, fulfilling a manifesto pledge. The move aims to boost confidence that schools belong to strong, supportive trusts focused on improving outcomes.

Inspections will assess leadership, governance, and impact, including school improvement, quality of education, staff support, resource management, and pupil wellbeing. The bill introduces powers to intervene where trusts fall short, including transferring academies to stronger trusts, while also recognising those delivering exceptional results. Inspections are expected to start in 2027/28, following pilots and consultation with Ofsted and trust leaders.

Amanda Hopgood of the Local Government Association welcomed the plans, saying inspections will drive improvement, transparency, and better outcomes for all children, including those with special educational needs.
